BALTIMORE COUNTY, MARYLAND — Newly released body camera footage from the Maryland Attorney General’s Office shows a confrontation between a Baltimore County police officer and a 56-year-old man that ended in tragedy after the man was punched, fell, and later died from a head injury. The incident involved Samuel “Big Sam” Brown, who died days after the encounter following a welfare check initiated by a concerned citizen.
Welfare Check Leads to Police Encounter
According to officials, the situation began when a concerned citizen reported a vehicle idling at a traffic light for an extended period, prompting police to conduct a welfare check.
When the officer arrived, Brown was inside the vehicle and began speaking with the officer. Body camera footage released by authorities shows the interaction unfolding as the officer attempted to assess the situation. At one point during the encounter, Brown exited his vehicle while speaking with the officer.
Confrontation Escalates During Interaction
Investigators say the situation escalated after Brown was instructed to return to his vehicle. According to the footage and investigative details, Brown swiped at the officer’s hand while being told to get back into his car.
Moments later, Brown reportedly made a second swipe toward the officer, which prompted the officer to respond. The officer then punched Brown, causing him to fall backward and strike his head on the ground.
Man Hospitalized After Fall
Emergency responders transported Brown to a hospital following the incident. He remained on life support for several days after suffering severe head trauma during the fall. Authorities confirmed that Brown died on February 27, days after the confrontation with police.

The Maryland Attorney General’s Office released the body camera footage as part of the ongoing investigation into the incident.
